Abstract
If at first they were not part of the Community area of competence, culture and education
gained a new status once the Treaty of Maastricht was adopted in 1991. Thus, EU initiatives came
to supplement the Member States’ actions in order to stimulate the creation of a “European Culture
Area”. Several tools have been used to this extent: from mere regulation –by the European
Parliament together with the Council of Ministers –on the basis of the European Commission
proposals, to substantial financial support through specific programs. Without any doubt, culture
represents a means of European integration, whilst generating international visibility for the
European Union, having at its basis the fundamental principle of “unity in diversity”.
